Obtain a license for the import or export of hazardous waste
To import (or export) hazardous waste into the Republic of Armenia, you must obtain the relevant license from the Ministry of Environment of the Republic of Armenia. The list of substances subject to restricted transfer is defined by Government Decision No. 1524-N, 2014 (the legal act can be found on arlis.am).
The application for obtaining a license can be submitted to the Ministry electronically through the "Permitting Documents" (www.sw.gov.am) system available on the National Single Window for External Trade electronic platform (www.trade.gov.am).
Required documents
To obtain the license, you must submit the following documents:
- Application
- State registration certificate number (for individuals: the state registration number of the individual entrepreneur; for individual entrepreneurs, also a copy of the state registration certificate)
- A copy of the license for the activity subject to licensing (if related to product circulation)
- A copy of the receipt confirming the state duty payment or the electronic receipt of the state duty online payment
- Consent from the state body of the country into which the waste is being imported, according to the Basel Convention (in case of exporting waste from the customs territory of the Eurasian Economic Union)
- A copy of the contract between the exporter and importer, when the applicant acts as an intermediary
- A copy of the transportation contract and a copy of the contract between the exporter and the person responsible for waste disposal, containing information on the environmentally safe handling of the waste
- Notification document on the transboundary movement of waste in accordance with the Basel Convention requirements
- Transfer document for the transboundary movement of waste in accordance with the Basel Convention requirements
- Information on the availability of technical capacity for the use of hazardous waste (an extract from the technological regulation confirming the possibility of using hazardous waste as raw material, or another document confirming that the waste can be used without generating additional hazardous waste or residues)
Grounds for license denial
The license may be denied if:
- Required documents are missing or contain incorrect information
- One or more supporting documents have expired or been suspended
- The quota or tariff quota has been exhausted
Payment amount and procedure
The license fee is 1,000 AMD. Payment must be made via bank transfer to bank account number 900005000840.
Delivery period and procedure
The license is issued by the Ministry of Environment within 1 working day after submitting the application.
A one-time license is issued for 1 year of activity exclusively for products for which import or export quotas have been established (valid until the end of the calendar year for which the quota was set).
