How is family insecurity assessed?

If, during the review process, circumstances are identified that prevent the allocation of support, stop factors are applied and the application is rejected.

Following the approval of the application, a corresponding benefit or support is assigned based on the family's insecurity level.
After submitting an online application, the application is analyzed and evaluated, following which the family is classified as:

What is the insecurity benefit?
Insecurity benefits are assigned for a period of 12 months to families assessed as socially vulnerable. The income levels of family members are critically important in determining the specific amounts and duration of these insecurity benefits.
To calculate the monthly income per family member, the total income of all family members is divided by the calculated number of family members. The calculated number of family members is determined by the sum of the following coefficients:
- 1.0 for individuals 18 years of age and older
- 0.7 for individuals aged 15–17
- 0.55 for individuals aged 10–14
- 0.45 for individuals aged 0–9
The eligibility threshold for the poverty benefit is determined based on a percentage calculated relative to the value of the minimum food basket published by the Statistical Committee of the Republic of Armenia for the third quarter of the previous year.
The value of the food basket published by the Statistical Committee for the third quarter of 2026 is 35,875 AMD.
There are 4 defined levels of insecurity: extremely insecure, moderately insecure, medium insecure, and insecure.
For 2026, the threshold granting the right to receive an insecurity benefit is 35,875 AMD.
A person receives the insecurity benefit starting from the month following their application until any grounds for termination arise. The benefit is provided for a maximum period of 12 months.
The insecurity benefit is paid between the 20th and 31st of each month.
For example, if a person submits an application for an insecurity assessment and is granted a benefit based on the results, they will receive that benefit during the last 10 days of the following month, regardless of which day of the previous month the application was submitted.
The insecurity benefit will not be assigned if:
- The applicant has submitted unreliable or false data, or the information does not meet the established requirements.
- A decision was made not to assign the benefit following an assessment of the family's living conditions.
- The calculated amount of the insecurity benefit for the family is lower than AMD 3,105.
- An unemployed family member has not submitted an application to be registered as a job seeker.
The right to receive the insecurity benefit terminates when:
- A family member has mortgaged real estate.
- A family member has dropped out of compulsory education.
- The family has renounced the right to receive the insecurity benefit through their personal account.
- The established 12-month period for the right to receive the insecurity benefit has expired.
- It is discovered that the data provided for any family member is unreliable or false.
- A decision is made to stop the benefit following a monthly assessment of the family's living conditions.
- The calculated amount of the insecurity benefit for the family is lower than AMD 3,105.
- The sole member (or all members) of the family has passed away.

Types of Insecurity Benefits
Depending on the family's status, the number of members, and income levels, there are various forms of assistance available.
Free healthcare support is provided to families classified as having low, medium, or extreme levels of insecurity.
Members of families classified as having low, medium, or extreme levels of insecurity are eligible for education sector support.
Regardless of their academic performance, students from families with a low level of insecurity will have access to free education at vocational training institutions. For those enrolled in middle-level vocational schools or universities, a tuition reimbursement of 30-100% will be provided, depending on their academic progress.
Families with a low level of insecurity are eligible for a state duty exemption.
State duties are required for many official services, such as:
- obtaining a passport,
- registering a marriage,
- certifying a will,
- obtaining a vehicle license plate, and more.
Any person considered able-bodied within a family who has submitted an application to search for work is included in an integrated program for the activation of able-bodied individuals.
A person is considered able-bodied if they are 18-62 years old and do not have a 1st or 2nd group disability or severe or profound functional limitations.
Families recognized as socially insecure will receive a 20% discount on utility payments.
Other Support Programs
There are also other support programs operating in the Republic of Armenia, which are designed for:
- those with non-performing loans,
- individuals with disabilities,
- persons forcibly displaced from Nagorno-Karabakh,
- employable individuals from socially vulnerable families.

- Registered workers who apply by January 31, 2026, can receive support for the repayment of non-performing loans.
- The assistance is provided in an amount up to 1 million AMD and applies to loans that have been classified as non-performing for at least 3 years.

Employment program for employable individuals from families recognized as socially vulnerable
- As part of the program, support is provided to employable individuals from families recognized as socially vulnerable so that they can acquire professional skills and capacities to gain employment with an employer. The employer, in turn, receives support in the form of salary reimbursement for the beneficiary.
- Each beneficiary can participate in the program only once.

Functional assessment, disability benefit
In case of any degree of functional impairment, an individual is provided with a wide range of supports, including the provision of assistive devices and personal assistant services.

Support for persons forcibly displaced from Nagorno-Karabakh
Individuals in difficult life situations are also provided with a separate group of support measures if they have been forcibly displaced from Nagorno-Karabakh.
The list of supports includes monetary, medical, employment, housing, and financial services, as well as benefit payment services.
Emergency Assistance
Emergency three-month assistance is provided to families not officially registered as "vulnerable" but whose monthly income per family member is lower than 130% of the government's official poverty threshold for receiving benefits.
Three-month emergency assistance
The right to receive three-month emergency assistance begins on the day it is approved. Payments are made starting from the month following the application date and continue until a reason for termination arises, but for no longer than a period of 3 months.
Applications for poverty assessment and three-month emergency assistance may be rejected if:

The applications, data, or documents provided do not meet the legal conditions and requirements set by this decree.

The monthly income per family member exceeds 130% of the government's official poverty threshold for receiving benefits.

There is an existing disqualifying factor, or the family's living conditions assessment results in a score of zero.

The family has already qualified for standard poverty benefits.

The applicant has submitted false or unreliable information.

The family has already been granted three-month emergency assistance three times within the current year.

A family member fails to register as a job seeker in the cases and manner prescribed by this decree.
The provision of three-month emergency assistance is stopped if:
- It is discovered that the documents or data provided for any family member to determine eligibility are unreliable or false.
- The monthly income per family member exceeds 130% of the government's official poverty threshold for receiving benefits.
- A disqualifying factor arises, or the results of a family living conditions assessment drop to zero.
- The family becomes eligible for standard poverty benefits.
- The established three-month period for receiving the assistance expires.
- The sole member of the family (or all members) passes away.
- The family voluntarily waives their right to the assistance through their personal account.
- A family member drops out of compulsory education.
- A family member uses real estate as collateral for a loan.
Three-month emergency assistance may be granted in the same amount as a standard social benefit for a period of three months. This applies in cases where a family has not qualified for regular family or social benefits but still has a vulnerability score higher than 0.

Emergency Birth and Funeral Assistance
The one-time emergency birth assistance is provided to families who are already eligible for family benefits at the time of a child's birth.
The amount of the one-time emergency birth assistance is AMD 50,000.
In the event of the death of a family member who was not a pensioner or a recipient of disability or old-age benefits, one-time emergency funeral assistance is provided to families who are eligible for family benefits.
The amount of the one-time emergency funeral assistance is AMD 50,000.
Emergency assistance for entering first grade
A family eligible for poverty benefits at the time of application is entitled to one-time emergency assistance for a child entering first grade, provided that one of the family’s minor members has been enrolled in the first grade of a general education institution.
To receive the one-time emergency assistance for a child entering first grade, one of the adult members of the family must submit an application through their personal online account.
The one-time emergency assistance for a child entering first grade is paid during the month following the month of application.
A formal directive regarding the approval or denial of the assistance is issued within 30 days of the date the application was submitted.
When is support not provided?
To qualify for poverty assessment, benefit assignment, or emergency assistance, families must meet specific set conditions. The most critical of these are "filters" and "disqualifying factors." The presence or absence of these factors determines whether the aforementioned benefits and assistance are approved or denied.
Provision of benefits may be denied if:
- A family recognized as vulnerable acquires a vehicle that exceeds the established property tax threshold. Specifically, this applies to cars manufactured after 2015 or any vehicle with an annual property tax exceeding AMD 12,000.
- Newly acquired real estate exceeds the established cumulative property tax threshold, which is AMD 2,800 in the provinces and AMD 8,000 in Yerevan.
The provision of benefits may be denied in the following two cases:
- If you have savings that are identified during a check of your bank accounts.
- If your current loan repayments or liabilities exceed the specific threshold set for that year.
Engaging in entrepreneurial or business activities can be a ground for denying poverty benefits.
However, there is an exception: individual entrepreneurs are still eligible as long as they do not have any hired employees.
Yes, certain limits on utility consumption act as "filters" for eligibility. Your benefits may be restricted or denied if:
- Your average monthly electricity consumption during the summer months exceeds the set threshold, calculated as: w = 80 kWh + 20 kWh * n
- Your average monthly natural gas consumption exceeds the annual threshold, calculated as: w = 600 m^3 + 110 m^3 * n
